TPS25751: Do I need to supply 5v if sinking only?

I am making a circuit that uses USB-C PPS. I want to use the PPS mode, but am unsure if I need to supply 5V to the TPS25751D

I am essentially using the TPS25751D in dead battery mode, and am just asking the source for voltage/current (via microcontroller/I2C to the TPS25751D)

The datasheet implies that it needs 5V for the CC lines (pg. 26, 47). If I am using this for dead battery mode, can I just supply 3.3v from an LDO? 

Also, how much current can the LDO_3V3 pin supply? I see a number for 50mA, but it doesn't say what the limit is on the maximum ratings tables. I would need ~150mA of current from it. Is that too much?
