How to understand the description of negative voltage on SW pin in LM61435 datasheet, which defines Td as 200ns*0.01%= 0.02ns?

The 200ns is for transients. Basically if the voltage spike is Vin+2 for less than 200ns, the part will not be damaged.
The 0.01% is supposed to mean that you should not stay at this voltage for more than .01% of the lifetime of the part. So for a lifetime of 100 thousand hours this is would be 10 hours over the lifetime of the part.
