TPS25750: No Vbus power, but Vin_3V3, device stays in PTCH mode

Tool/software:

IN our config, we supply power via tow different source, to the BQ25792.  One of those sources is a 12V supply.   The other source is the '750.  

We have Vin_3V3 connected to the PCBA 3.3V rail.  

If the '750 doesn't see a USB-C signal, and no power on VBUS, then the device reports always in PTCH mode.  If we connect a USB-C PD to the '750, then the firmware loads from the EEPROM, and the device goes to APP mode.
