For linear regulators like TL783, these are being referred as floating regulators, where the voltage regulator regulates the voltage difference between the VOUT and ADJ pin equal to 1.2V.
Due to this kind of configurations, the load from ADJ pin instead of flowing into Gnd, flows into the load circuit connected on the LDO output. As the quiescent current is considered as the current flowing into GND and being wasted, in TL783, current IADJ flows into connected load only. Here is the example circuit:
Here R1 and R2 are being used to regulated the LDO output. The current ADJ will flow into the IL only.
