Can you point me to where you are seeing this "safe boot" option? I want to make sure I understand the context of your question.

It is in the linked thread:
"This is expected behavior that is going to be changed for the next revision of the TPS25730, which we are currently working on.
Right now, the part boots into AlwaysEnableSink mode, which closes the power path upon boot (until configuration is loaded). For the next revision, the part will boot into SafeMode, which will keep the power path open until configuration is loaded.
