After a couple prototype revisions of TPS25730 and several reads of the datasheet, my prototypes still produced no output. I've been a EE for 18 years--this should have been a cakewalk.
Convinced of a datasheet omission, I found this locked thread from last year:

Indeed, the TPS25730 datasheet has a glaring omission given the intro description of "There is no need for an external EEPROM, an external microcontroller, or any type of firmware development."
- !FAULT_IN is shown as floating in Figure 9-3, but must be connected to LDO_3V3 for proper operation in a sink application.
- The pinout description for !FAULT_IN is vague in Table 5-2. It would be a great help to be explicit here, i.e., "Tie to LDO_3V3 for normal operation", given the intro paragraph.
tl;dr - Please update the TPS25730 datasheet.
