I am looking for QR flyback controller for 12V input but could not find by myself even if check design support forum. Is there any advice? Out put power will be 24V 1A , input voltage range will be 9-36V. Produt release will be next year, therefore controller under development is also fine. Thank you.

I recommend LM5185 which is a PSR (Primary Side Regulation) QR Flyback controller. Please, find attached the Calculator Design Tool that I prepared for your case/

After some study of datasheet, I'd like to know if I can have design for output voltage sensing withTL431 and opt coupler instead of voltage sensing from primary windings through Rfb. I very much appreciate for application example if possible.

This is not possible as this is a PSR Flyback and the device needs to sense the SW node voltage through the RFB resistor. If a Tl431 is wanted to be used, I recommend selecting a SSR Flyback.
