I unzipped and opened the spread sheet and saw the example in the “QR Design Tool page”. I scrolled down and saw all calculated results. However, after I changed any input parameter, for example, changed Vac(min) from 85VAC to 86VAC, the program crashed after line 98.
What is wrong with my one-parameter change?

The calculations use a series of Macros. Be sure to Enable the Macros and select "Enable Editing".
I also suggest reading SLUA399 "Design Considerations for the UCC28600" which may help you.
That depends on which version of Excel you have.
My version of Excel (2010) has a yellow ribbon at the top of the sheet that will say "Macros have been disabled." and then a button to click "Enable Content". This is after selecting File > Options > Trust Center > Trust Center Settings > Message Bar > Show the Message Bar...
Or you could just Enable all macros with File > Options >Trust Center >Trust Center Settings > Macro Settings > Enable all Macros
After Macros are enabled, the yellow ribbon at the top of the sheet shows a "Protected View" warning where you need to click on "Enable Editing"
But your Excel version may be different so you need to consult you Moicrosoft Office Excel Help. The previous version had these options under the Tools menu.
The attachement0250.UCC28600 Questions.docx is my flyback converter. The input is from a battery (21V to 36V), not from AC line. The status output is left open. I combine Vbias and Cstart in one cap and removed D2, D3 and Rbias. Will this cause any problems? Please see my circuit.
My Rsu (R2) = 100K and the Cap on Vdd is C6=10uF. How long is the startup time at Vbatt = 21V due to the 1s time constant?
UCC28600 calculator does not have back control section. Please check my TL431 compensation parameters to see if they are correct.
The design requirement is listed. If you find any other problems, please let me know.
