Hi,

I've an electronic system with maximum consumption of 100 mA. It's an Wireless application with a battery of ion-litio (or ion-litio polymer) of 1000mAh.

I need to provide this system of a panel solar to charge the battery. 

What charger do you recommend me? I need that the system can operate simultaneously being loaded.

    What is the short circuit current and open circuit voltage of the solar panel you intend to use?  How many hours of light will you have per day?  Is your 100mA load constant 24/7?  Attached is a spreadsheet that might help with the design.  Once I have those questions answered, then I can recommend an IC (e.g., bq25504 for small solar panel, bq2421x for medium panel, bq242650 for large panel).
