TPS61220 of shutdown current

Dear Specialists

My customer is evaluating TPS61220,
At that time shutdown current is larger than datasheet spec.

Could you please tell me the reason.

---situation---

Shutdown current is too large.
The measured value is 10uA-13uA.
The expected value is 5uA.

They were tested over 100 boards, some samples are large value.

According to the attached file or P2.
Shutdown current is sharply changed as input voltage changes.

TPS61220 use condition
Vin 2.5-3.2V
Vout 2.8V
EN L almost 0V

Are there any possibility for unexpected current under customers circuit?
Have you ever had any experience same situation?

When the voltage difference between Vin and EN is existed, unexpected current flow or not. 

Is there any problem of customer's circuit?
