TLC5971: tlc 5971 typical app circuit

Part Number: TLC5971

Hello, I have to create an application to control 3 LED-RGB chips or 9 LEDs (three red, three green and three blue) powered at 5V, using the diagram in fig.31 of the data sheet, but with only one driver and therefore without the LEDs indicated as optional.
I have two questions:
1) On the DS is indicated a power supply interval 6 ÷ 17V, but I think that this refers to the condition of using two LEDs in series for each output; however, in my case, I only have one LED. Is the 5 V power supply allowed?
2) Since I have to control the RGB LEDs to obtain a chromatic range, is it possible to individually manage the outputs used for the 9 LEDs, in PWM mode? I mean to determine the ON time differently for each LED without having effects of flickering or other unwanted effects?
