I'm really not sure what is going on, i followed the reference design schematics exactly and have checked my connections using DMM,
Used all the same components listed in the datasheet (though there was some inconsistency in 1 capacitor selection)
It outputs 5v properly, but will not power a load. I am using it to drive an APA102 LED strip @5v, it should be fine.
