Cold starting at -54C

Are there any DC-DC devices that are rated to cold start at -54C?  I'm having difficulties finding anything besides linear DC regulators and I can't handle the excess Pdiss of a linear regulator.

From +28V, I need to create a few milliamps at -40V, 1.3A at +20V, 1 amp at +8V & 0.5amps at +5V, and I need the smallest footprint possible and it has to be rated to cold start at -54C and operate up to +85C heatsink temp.
