BQ24650: STAT1 blinking

Stat 1 is blinking 1s period while STA2 is off, what does it mean? Datasheet says nothing about this status

The charger is not working. I am charging 4S lipo batteries but when I have 20v at the entrance and 16V at the output, led start blinking and does not charge
