Thanks for your help. I'm sending the circuit diagram of the new board. When I remove the battery and apply 15V to the J1, I can get about 12V on the J5 (VSYS). So the Q4, Q5, Q8, and Q9 look works fine. 

I think that some condition related to the battery inhibits the charging and discharging altogether. But I can hardly find the wrong condition.

Today I test another board (I assembled all SMD parts with SMT process, not by hands).

But the result is the same.

In your schematic you've not pulled GPIO0 to GND. Please do that. After that, check what your PRES flag that's in the Operation Status A register says? If that's reset, then your FETs won't turn on. If it's set, then you can turn on the FETs.

Thanks for the advice. I tested two boards; (a) connect the GPIO0 to GND and [DA Configuration] NR = 0. (b) GPIO0 floats with NR=1.  In both cases, the PRES=1 in the Operation Status Reg.

But still the FUSE=1, ACFET=0 in the Operation Status. The CHGR remains 0 while VAC applies sufficient DC 15V. Manual control doesn't work while this condition. I eliminated all temperature related protections.  I can hardly find any reason for the FUSE = 1. I suspect something inhibits the [ACFET], which works well with VAC and with no battery. 

I attach my latest exported data. Would you help me to find a clue to figure out this problem?
