BQ2000: Not switching from trickle to fast charge when BAT rises above ~ 1V

The attached word document contains the schematic.  I have highlighted key voltage measurements and other conditions in white test on the schematic.

I loaded 3 +1.2V NiMH series connected batteries to intentionally run them low so I could test the re-conditioning feature of the BQ2000.  In trickle charge mode, the voltages in the circuit have charged to the voltages indicated on the schematic.  BAT started at near 0V.  The circuit started in trickle mode, as expected due to the low battery voltage.  After hours, the batteries have charged to +3.32V and the voltage at BAT has increased to +1.063V.  I expected that once BAT exceeded about +1V, the circuit would switch to fast charge and the LED would change to solid on.  It is still blinking at 1 Hz.

Turning of the bench supply (an subsequently Vcc) makes no difference.

What am I missing?
