The input voltage is 12-48V. We use TPS40170RGYR to convert to 3.3V and wattage of 17W. When inserting SFP to RJ45 module(load), it will cause 3.3V jitter.
Do you have any suggestions?

Sorry for reply so late.
I measured the output voltage by measuring the both side of the C30 cap. The input voltage is 48V. We use TPS40170RGYR to convert to 3.3V
PS I also find input voltage 48v always causing reset, and input voltage 12v sometimes causing reset.
and the SW inductor current and output voltage is as the followeing when I insert SFP to RJ45 module

I have attached the circuit calculator with this design's component choices. I believe these choices should be stable.
What is the load current approximately when you plug in the module? Another thing to check is if the inductor. From the schematic the inductor is only rated for 8.5A.
