TPS40322: EN1/SS1 Pin is pulled down by the CPLD and then pulled up again and there is no output in single-output with two-phase design

EN1/SS1 pin should be controlled by an external FET or open-drain pin. It can not be pulled up by external voltage to begin startup.
Please refer to detailed information on datasheet page 19, section 7.3.7.1.
