Hello. I don't understand why charging is not started, could you help?

I see XCHG and IN set, but don't understand the reason.

And the second question. Is it correct that discharge FET is on even if TD and FD are set? Will it turn off only after undervoltage protection trip?

I found it. TH flag was set, so I had to correct my temperature zones and hysteresis settings. That is clear now.

So the only question remaining is what are conditions for discharge fet to turn off.

The conditions are usually protection events. I would refer to the TRM.
