I can provide some help with this issue.
At startup there is a short pulse for either GDA or GDB and this is followed by a longer off time before normal startup is resumed.
This is a normal occurrence for the UCC28070 and will not cause any systems performance issues because the gate drive signal is so short.
The attached document describes in detail why this occurs.

What is the maximum pulse width that does not matter? (How long does the short pulse width extend?)
