Hello Shiva,

There is no such thing called Data Flash reader. Use bqStudio and read the documentation associated with it.

I am following the document SLUA665 "Going to production with the bq34z1xx" (am I not supposed to follow this?)

It says, the golden image file is either a .DFI file or .ROM file, to create the .ROM file I need this "DataFlash reader" utility. Please see the picture below,

Per this document, Once I have the .ROM file I should use another software "TI Bq Multi Station Tester" for programming gas guage devices on production line.

Please let me know if I dont need to do any of these.

As Kang mentioned above, you don't need the Data Flash reader. Use the bqStudio instead.
