For the LM3431:
There should be a DLY capacitor, the EVM uses 4.7 nF.
R71, R73, R75 are 5.1 Kohm, if REFIN is 300 mV that gives 59 uA of LED current, this is set at 272 mV so 53 uA.
R25, R110 do not show values, the schematic is difficult to read.
Many values are not shown on the schematic. I would recommend using the datasheet calculations to make sure the design is setup the way you want it to work.

I add 4.7nF for DLY capacitor.

I am attach files for Bill of materials and upate schematic.
The CON1.1pin input +13.5V that is for U7 Power.
CON4 connection to LED board of ECP1 that current of per LED is 75mA
The CON1.5pin input +13.5V that is for U7 Power(high DIM).
CON3 connection to LED board of ECP2 that current of per LED is 75mA.
The CON1.5pin input +13.5V that is for U7 Power(low DIM) and LED board of ECP2 that current of per LED is 5mA.
Please help us to check our schematic again.
