can the TPS61023 and its componets be placed next to a MCU or a 868MHz LoRa transmitter because of stray radiation? As the TPS61023 uses a switching frequency of 500-1000kHz could there be any issues?

I don't have such experience that if a DC/DC converter next to MCU will have an impact. TPS61023 switching frequency is 1MHz typically when Vin is higher than 1.5V and 500kHz when Vin is less than 1.0V.
You can put a bead after the TPS61023 output which helps.
