Currently LM340 is listed as "not to be used for new designs" and in its place is LM340A with a suffix of NOPB. What is the meaning of "NOPB"? So far all I have found is that NOPB was used by National Semiconductor for indication of a "Green" product for the environment. Does the current listing with the NOPB suffix still mean a green product?

Yes. This is shorthand for Lead-free, This is no longer relevant as all of these have been converted to a lead-free process.
