TPS650864: GPOx programmable delay factory default values set to zero or minimum

We do not have any other released variants of the TPS650864 family. The TPS650861 can be programmed to match the TPS650864 family but with the delay changed but it would have to be purchased pre-programmed by Arrow or programmed as part of board assembly.

One note is that the high delay time was the result of a Xilinx requirement, though I am uncertain whether it applies to all designs or just a subset.

The relevant specification is "TPOR" in Table 129: Configuration Switching Characteristics of the Zynq UltraScale+ MPSoC Data Sheet: DC and AC Switching Characteristics (https://www.xilinx.com/support/documentation/data_sheets/ds925-zynq-ultrascale-plus.pdf ). The Power-on reset from PL power-on to PL ready to configure was shown as 65 ms so Xilinx recommended setting it to 75 ms to be safe. If POR override is set, this could be reduced to 20 ms potentially.
