TPS65233: Device is drawing more current and Pin1 (LX) is shorted with ground

Hello, 

I have mounted TPS65233 IC on breakout board and all the discrete components are placed on general PCB. Input given is 5.5V. Connections are made

I have checked short on all pins before connecting power supply and when I give input power to board voltage is dropping to 2V and the circuit is drawing more current. 

When I recheck the input power pin1 LX it is showing short with the ground. Kindly guide me what could be the problem causing the high current drawn by the board.
