Building Electric Energy Meter

I want to build AC electric energy meter to measure amount of electricity supply by power utility company and amount of electricity supply use (KWh) by clients (households). The meter will be installed at client's location to do the electricity measurement, the meter will be used for single-phase and three-phase applications, the meter will be an IoT Device, meter will have remote monitoring capabilities (GPS & WiFi), the meter will be able to transmit readings/measurements to the cloud via GPS & WiFi, the meter will have tampered proof mechanism, etc.

Please let me know what are the components, systems, timeframe and cost that will be required for designing, development and building of the meter with aforementioned features.

    I would suggest you start there for help with part recommendations for metrology, application processing, power and connectivity. It also includes reference designs for those sub-systems to help understand what performance you could achieve with different topologies. At the bottom of the page you will find training videos and application notes to some of those sub-systems as well.
