TPS25947: Thread locked before it was resolved

I'm wondering why the previous thread "TPS25947: Request the footprint file(CAD) of TPS25947" was locked before it was resolved?  I just downloaded the footprint from UltraLibrarian and it doesn't look like the footprint has been updated yet.  It is still showing the 20-pin package when it is supposed to be a 10-pin package.  But what I'm more concerned/curious about why the solder mask doesn't have a clearance around the pad?  It is my understanding that it should not be that way, and if I'm wrong I would like to understand what I'm not understanding.

    Sorry for the misunderstanding! The request was submitted for footprint update. I think there is some delay happening in it. I will get it resolved at earliest and get back with your concerns.

    Thanks!  I was hoping to get some feedback to make sure that I am not misunderstanding this.

    I had a gazillion tabs open in my browser, and I finally got to the point that I couldn't wait any longer to install some Windows updates.  As I was closing the tabs, I found the tab for that e2e case and refreshed it and saw that it was locked.  Must be a record for me for Windows stability.  My computer had not been rebooted in well over 2 full months!
