I wanna know more about the parameters in the data sheet.
When the output current is 10mA, is it quiescent state?
As I know about quiescent current, it is the current drawn when the device is enabled and there is no load on the output.
But the Iout=10mA means , there is a load.

Yes, you correct in assuming that there is a load when Iout = 10mA and that there is no load on the output when the Quiescent current is defined. The datasheet in the snap you have attached has a typo, it cannot be IQ when Iout = 10mA.

Based on the plot in Figure 7 of the Datasheet we can deduce that the Quiescent current (IGND when IOUT = 0) will typically be 250uA- 450uA.
