TMS320C6678: what the role of 6678 in configuring the CDCE62005 in TMS320C6678EVM?

Hello. I am puzzled because of the Technical reference manual of  TMS320C6678EVM. Section 5.5.3 describes how to configure the CDCE62005 clock generators by the SPI interface from the DSP to the FPGA.  As far as I understand, the FPGA configures the CDCE62005 to output proper clocks for 6678 in the procedure of initialization. In this process, 6678 cannot work because of the lack of the necessary clock. Why this section mentioned 6678 involved the procedure of initializing itself

I wonder whether the FPGA can configure the CDCE62005 solely or not.

Please clarify the procedure of configuring CDCE62005. How can I calculate the  values of the registers? Thank you
