I'm looking for the pad size on the component itself (not the size of the solder balls, nor the pad size needed on the PCB). Also, need to know if they are solder mask defined or non-solder mask defined pads on the component.

The BGA pad size is 0.58mm and solder mask defined.

Since this is solder mask defined, is 0.58 mm the size of the exposed pad? Or is that the size of the pad itself not accounting for solder mask?

No. The 0.58mm is the pad size. The solder mask opening size (portion exposed) is 0.45mm.
