low frame rate on 6467T

hi all

     i have two board , one is TMS320 DM6467T EVM board and another is my custom board. but i can't get the same frame rate with same encodeduring encoding 720P@30fps.From the output message i get it as below

 EVM Board:

i think 'ARM Load at 96%' would be the point. it's so busy that can't send pic to DSP.But i don't know why?
all things is the same such as program,input video,linux kernel and rootfs. The only difference is that our rootfs is stored into NAND Flash,EVM Board stores its rootfs into hard disk. does it make any sense?And what can i do ?
