I'm not sure about SATA, but the USB2.0 Specification defines the maximum (theoretical) for a full speed device as 12Mbps. The Electrical Specifications listed in the OMAP-L138 state that USB complies with the 12 Mbps for a full speed device.
The USB2.0 spec. has two different classes of USB full speed and high speed, full speed has a maximum of 12Mbps, high speed is 480Mbps, of which 320Mbps is a maximum for actual data transfer as far as I know.
I have successfully written a driver for the USB that operates as a USB port and can acheive a throughput of 31MiBytes per second down to the TI chips and an aggregate throughput of ~36MiBytes per second, but these were for a serial port driver (CDC-ACM mode) not the MSC device type that you require.
