TDA4VM: PM Lib and SCI client interfaces

PM is a wrapper on top of SciClient. This is actually not really needed in J7. Some components (like EthFw in the SDK still use it though.

So essentially components using PM will have the flow as: PM calls -> Sciclient calls -> rm_pm_hal.

The others directly use Sciclent calls -> rm_pm_hal hence drv/pm is not needed.

For non-secure cores PM requests should be triggered via SciClient calls from the core who requests for it and should be catered to by MCU1_0 (running SciServer or the Device Manager).

There is a pmic driver under pdk/packages/ti/drv/pmic. Or you can use the i2c interface see example for that under mcusw/mcuss_demos/boot_app_mcu_rtos/mcu_only_app.c
