The C6A816x devices are not naturally suited for Video compression/decompression but more for Machine Vision, Test & Measurement etc.. The DM816x devices are more suited for video encode/decode.

I'm not sure about GSM, but there are several DM devices that you could look at based on cost and performance. The DM816x is the highest performance device, but would not be the lowest cost. What is the video resolution and framerate that you are targetting in your project?
