SOC Chip running linux and Perl

Greetigns, Here's an approach I am exploring, 1. Read/write a data file from a microprocessor memory onto an SOC Chip. 2. SOC chip runs linux and perl 3. Use perl script to POST data file to a URL. 4. Run Perl script to GET data from URL to update some of the file parameters. the file is created with sensor data from an external RF application. Can someone guide me to a low cost chip that runs a small footprint linux + perl or similar scripting language that can connect to the internet and perform the above functions. Thank you -sri
