You are connected to the DEBUG connector of the LaunchPad with you try and do this update?
If so it sounds like perhaps the ICDI got bricked somehow but that is not usual. How long have you had boards for? Have you been trying to use USB boot loader code with the LaunchPad?

Yes, we are using the debug USB interface of the launchpad. The on-board target U1 is powered down with the VCC jumper OFF.
We have been using these programmers for a long time. Let me describe to you the sequence of what happened:
1) Accidentally, in the "Other Utilities" tab, the engineer pressed the ICDI firmware update button. After this, while nothing happened, the JTAG outputs from the ICDI device U2 on the launchpad stopped. Only the TMS could be seen toggling and nothing else.
2) To check whether its really something that happened due to the target, we took a fresh launchpad, and repeated the above without any target connected. Immediately, the JTAG outputs stopped again from U2. So this is independent of the target.
After this, we are trying to do an ICDI firmware update on both the Launchpads to recover them, but get the error as I wrote in my first message.

Which version of LMFlashProgrammer do you have?
Also I have never tried to do ICDI update with the VCC jumper off. Can you try and repeat the process with the jumper on the board?
Can you send a picture of the TM4C123 device that is populated for U2 where I can read the markings on the device?
What Operating System is this being done on?
