Yes, when SD card is not used, UART is the simples way to boot the board to U-Boot.
I encountered a problem that I can't write in using UART,
You had this problem most likely because you were not writing to the right serial port. There are two ports associated with the AM64x Starter Kit. You can connect both ports using the screen command as described in the quick start guide and find the one that continuously displays character “C”. Then close the terminal and rerun the command "sb --xmodem" to write to this port.

You have a typo in the U-Boot bootargs, the ip address is wrong, it probably should be 192.168.15.90, not 1590.
