Unfortunately I do not have guidance on your second query. These are old EVMs, and I do not know what silicon revision was put in the BOM. My assumption is that these will be capable of running 1.4 GHz ARM without any issues. 

The EVM vendor has several hardware/software files/references

You will see there is a gel file that defaults the device to 1GHz operation, but my assumption is that the latest uboot etc, should help you get or set to the max 1.4 GHz on the EVM. 

If you have the case marking from the EVM, I can try to decipher, my guess is because of the heatsink etc, you may not be able to send a picture of the processor on EVM.
