Not sure what is ti_fek_public.pem, but could you please pdk_jacinto_08_00_00_37/packages/ti/build/makerules folder if it has keys that you are looking for?

ti_fek_public.pem is the TI Field Encryption Key (TI-FEK) used to encrypt parts of the OTP certificate & the AES-256 keys. No the makerules folder does not have this key in it.
Without the FEK, we'll see this error when trying to run the Keywriter cert gen script:

aes256-key is randomly generated and i think the ti_fek_public.pem is shared over mysecureSW. So please check it after login into mysecuresw .
