TMS320VC5416: data setup time for I/O port read

Hi, 

In the TMS320VC5416 datasheet, Table 5-10, the tsu(D)R [read data valid before CLKOUT low] is specified as 7ns.

If the CLKOUT period is smaller than 7ns, is the setup time reduced or does the 7ns requirement still have to be met by adding in wait states for I/O port reads?

I’ve attached an image of the diagram for reference.
