It is supposed to be specified in 32 byte units via the register pair of ADDRL and ADDRU. With ADDRL allowing for 16 bits of data, and ADDRU - for another 9 + 1 bits, the total comes to 26 bits of address data, while the full 32 bit address in 32 byte units requires 27 bits of data.
Where / how does the remaining 1 bit of the address get specified?
