The build file for  "ifs-j72100-evm.raw" is as part of the build environment setup by the TI SDK QNX PROCESSOR-SDK-QNX-J7200_08.01.00.05 | TI.com.   After installation the file will be present in:

ti-processor-sdk-rtos-j7200-evm-08_01_00_11/psdkqa/qnx/bsp/images/j7200-evm.build 

The build file itself is part of the QNX Software Center download for "QNX® SDP7.1 BSP for Texas Instruments Jacinto 7 J7200 (DRA821) Evaluation Modules" , referenced in the TI SDK release notes, 4.1. Release notes - 08_01_00 — Processor SDK QNX J7200 (ti.com).
