how to build spi flash tools in windows using ccsv4

hi, 

I use ccsv4, no timake to compile the projects and I could not open the link below,

I think compile .out could be done by ccsv4 but how to compile into the flash writer?

or, where could I download a serial flash command line program for hawkboard?
