How to cross compile opencv3 to A72 or DSP? Please help provide user guide.

I'm trying to cross compile opencv3.4.15, and it showed error: /modules/core/src/system.cpp:70:19: fatal error: elf.h No such file or directory. this is the first fime to cross compile opencv3.x in TDA4. I dont konw how to solve it.
