Without IBL, theoretically, NAND flash will be the faster one than the NOR FLASH. Because, the NAND is interfaced through EMIF 16 and the NOR is through the SPI.
You can literally imagine the speed difference between the serial transfer ( SPI- NOR) and the parallel transfer (EMIF-NAND).

Additionally, that's why the IBL plays a vital role in configuring the PLL clock to speed up the peripherals such as NOR,NAND etc...
