Here are the requirements:

- Minimum of 8 input with 16bit counters that can be configured to count falling/raising/both edges.
- Should be able to run programs at 10us and io access should be fast.
- Has an available eval kit to test program performance.
- Non-RTOS, just bare metal to increase speed and avoid task switching overhead.
- Has similar features to the c2000, but with more MIPS?
