I am trying to change the CPU clock frequency by recompiling the ARM UBL and flashing it but I cannot find the AISGen for D800K003 tool for download. I found a D800K002/4/6 version. Can I use this tool for the AM1707 to generate the AIS .bin file?

You can find the AISgen tool for AM1707 attached to the app note, "Using the AM17xx Bootloader," which is available on the product folder page. Here's a link to the app note:

Simply download the ZIP file to get the appropriate AISgen installer.
