TDA4VM: system stuck issue

Hi team,

Here's an issue from the customer may need your help:

The R5 side of the TDA4 has an external switch attached to the public network. After a normal ping to the public network, rebooting the system will get stuck at stopping network service and it will take a long time to wait.
