are they user programmable and if yes, how.

If not what is the criteria for the factory seetings?

    Efuses are not user programable.

    Can you please specify exactly what information you are looking for. There are details available in the TRM and datasheet but the information is scattered as there are multiple efuses available, I can point you to specific sections if you can tell me your use case.
